A tighter, smarter Opportunity Zone program is reshaping how and where capital flows.
Passed under the One Big Beautiful Bill Act, OZ 2.0 makes the program a permanent fixture in the federal tax code, while introducing reforms aimed at transparency, equity, and long-term impact.
What’s New:
• A 10-year rolling designation cycle (begins 2026)
• 5-year capital gains deferral + 10% step-up in basis
• “Contiguous tract” loophole eliminated
• Eligibility tightened to areas <70% median family income
• OZ map to shrink nearly 20%—from 7,800 to ~6,300 zones
